Elaine Scruggs
Elaine Scruggs served on the Glendale City Council from 1990-2013. She was elected as the first Cholla District Councilmember for three years and then as Mayor of Glendale for 20 years. During her tenure Glendale’s population doubled and the city transitioned from a semi-rural bedroom community into a world-class sports and entertainment destination. Thousands of acres of agricultural land were developed into the Westgate Center, State Farm Stadium, Camelback Ranch, Desert Diamond Arena, and hotels and restaurants to serve millions of visitors annually. Elaine and her husband Larry moved to Arizona in 1971 and to Glendale in 1978.
